I think it's important to reflect on the value current GSE shareholders would bring to any new operation. Right now, these shareholders believe in the corporate mission of providing affordable housing and the long term viability of the housing system. These companies cannot exist without shareholders. So, where is the best place to find future shareholders? How about within the current ranks?

These companies may return to profitability in the current form within the next 4 quarters. That is the time to make any changes to corporate structure. Geither knows this and that is the reason he wants to delay any changes.
